Where can i get it?
In campaigns there are armor vendors that sell armor. and you can buy max armor for various classes. BUT according to wiki there is stonger or better looking armor. and they say there are vendors to buy such armor but where they say the vendors are....they are not there.
so where do i get he elite armors? and better weapons.? like the rc 9+? |

Wiki is pretty good about the location of NPCs and how to find them. Maybe you can give specifics of which NPCs you are trying to find?

There is better looking, more expensive armor elsewhere, but it is not "stronger." All armor, once max level, is the same level. Wiki DOES list the location of those armors. The only exception is the elite armor in the Sunspear Sancutary (for Elite Sunspear), which requires quests to unlock. I'm guessing that might be your problem. Also some armor crafters don't sell armor for some professions (ie, the first GW game doesn't have armor for any of the professions released in the next 2 games, since those professions didn't exist when the first game came out).
All armorers can be found in towns later in the game's storyline. You just have to get their first. As for max level weapons, again, the farther you progress in the storyline, the more common better equipment will come. |

The only location I think the armorr won't be where it's listed in the wiki is, as HawkofStorms says, off the the Sunspear Sanctury, in the Command Post, and that's because there's a quest chain the completion of each part of which adds NPCs to the Command Post.
The armor there will have the same stats as from Consolute Docks, but will look different, and cost more |

The best term to use would probably be 'more decorative'. The armors are basically the same, it's just that that have more details are is more refined in certain areas. A good example is Warrior Sunspear armor.
